Disable hardware-accelerated decoding to solve the issue.
1. Open VLC
2. Select TOOLS > PREFERENCES
3. Select INPUT / CODECS and click on the drop down menu to DISABLE HARDWARE-ACCELERATED DECODING then SAVE
